The first thing I notice is that the computer becomes dramatically slow to do anything. I hesitate to list all of the symptoms I'm seeing because I can't prove definitively that 1Password is the cause and they're quite severe, but I'll do it anyway in case it helps. When they don't things tend to go really badly. The steps you listed do seem to resolve it most of the time.
